House Members Vote against Protecting Kansans with Disabilities

Earlier today, the Kansas House voted on legislation that would codify into state law certain administrative protections built into each of Kansas' seven Medicaid waivers.  This legislation has been introduced in the Senate as SB 228.

This legislation was drafted to guard Kansans with disabilities against the State's announced intention to integrate the seven waivers—intellectual/developmental disability, traumatic brain injury, frail/elderly, technology assisted, autism, serious emotional disturbance, and physical disability—into a single waiver program without meaningful engagement of stakeholders, the legislature, and the public at large.

InterHab invites State to collaborate on a better HCBS system

During the deliberations over the design and implementation of KanCare, InterHab and its member organizations raised myriad concerns about the proposed system’s ability to guarantee and promote quality outcomes for Kansans with intellectual and developmental disabilities.

In its letter of January 13, 2017, the Centers for Medicare and Medicaid Services (“CMS”) validated those concerns, especially those regarding increased administrative burdens for home and community-based service (“HCBS”) providers, as well as oversight of the managed-care organizations (“MCOs”) contracted by the state to administer the KanCare program.
